Zöe grew up in Farnham and moved to Guildford in 1999, to study Music at the University of Surrey, and has lived there ever since.

After graduating from the University of Southampton with a Master of Musicology in 2005, Zöe worked in the creative sector before becoming involved politically. She was elected as a Guildford Borough Councilor for Stoke ward in a by-election in October 2008. She served as a councillor until 2015.

Zöe first stood for parliament in the 2017 General Election, coming second to Anne Milton. Zöe stood for a second time in 2019, achieving a 12.5-per-cent swing to the Lib Dems against the backdrop of a substantial Conservative majority nationally, before winning the 2024 General Election, with a 47.5 per cent of the vote and a majority of 8,429.

Zöe is the fourth successive woman to represent Guildford constituency and only the second non-Conservative MP to hold the seat.
